The reason for this is that the random maps are well, random, and so there's no way to ensure you'll get anything that looks as specific as a world map. Even getting something as "specific" as Vicious Isthmi map, where you've got narrow paths and water surrounding them, is extremely difficult. Making sure you get what you're looking for on a consistent basis is even harder, sicne you can end up being able to generate something like what you're looking for 5% of the time... and the other 95% of the time the map is totally unplayable because it's all ocean or something...
Long story short... A world map is too specific to be a random map.

"Well, after a while now I have figured out the way to use my own maps for multiplayer in "Empire Earth" I figured that I would post a little about how it is done incase anyone else ever wanted to know how it is done.
To use your own maps for mulitiplayer, you must create a game with the amount of players you want, and then save it. You then go into your "Empire Earth" folder, and take the saved game file and place it in the "Scenario" file, also change the file extension to ".SCN" Instead of ".EES" This way it lets you edit your saved game in the scenario editor. When you are finished editing/making your map, reverse the process, putting the file back in its place with the correct file extension, and you can now load your map from the "saved games" choice in mulitiplayer.
