WS_WSAETIMEDOUT error when trying to enter multiplayer matches

HI Guys.
My two preteen sons both play Empire Earth which they got from their Grandfather.
They lost the CD, and now have new (used) PC for Christmas.
I downloaded and installed EE on each PC.
I do not play EE so I am not so well versed in all of this.
Whenever we create a multiplayer game in LAN or Direct Connect, the Host computer is happpy.
Whenever the guest computer tries to join the game, after a seconds we get a WS_WSAETIMEDOUT
error and the game stops working.
Any help would be greatly appreciated.
And... any explanations or tasks should be explained to me as if I do not know anything about what you are talking about.
