Neo-EE Arcade tab

Hello,
I know theres alot of work to do in Neo-EE and this isn't that important/neccesary. But imo it would be a nice idea to have an arcade tab in Neo-EE (Think of Arcade in Starcraft 2, people can play scenario's over there.) now it shouldn't be that you can actually play in the arcade tab, but more like a place where people can publish a scenario and write an explanation / how-to-play-guides below it, and perhaps add a download link (or allowing to directly download from the arcade tab itself.)
