I have not found any effect from this civ bonus. My best bet is that it does absolutely nothing.
Everyone who said it had an effect were unable to prove it.

I gave up on testing, I can't even run Empire Earth anymore without it dropping to 1 FPS after 5-10 minutes of gametime. No idea why it happens but my guess is that it turned into a quadrupple A game that requires a better gpu than a 1080ti.
