dont think so, but trebs much stronger with firerate

Rams do ram the buildings faster (that's where the fire rate is for in the civilization editor =P)

Rate of Fire on trebs and rams will rape the fuck out of some shit, seriously. Personally I don't use it or siege range and then try to squeeze in CA bonuses. That way the civ is a little more balanced and I can use it on some better players who might manage to survive the first waves of rams.
