Cannot connect to lobby, help

Ive always like EEAOC and i had the lobby client once before but that was a while ago and now i want to play again but the old one couldnt connect to my ip, so i uninstalled everything and redownloaded all the new stuff. Now when i try to run the server, it stays at the checking for updates page and does nothing, then after a while i get a message saying...


"no connection could be made because the target machine actively refused it"

I have a feel that it cant find my ip for some reason or my firewall has blocked it or something but everything i have tried hasnt work.., i would really like to play again so any help would be greatly appreciated, thanks
