Can Host but cant join other games

HI All !
I have a really great problem...
For me it no problem to host a game in EE (other players can join ), so direct connection patch must work. The problem is, that i cant join any other games, by copy the ip under direct connection...ive already tried to ping the ip adress manually via the command prompt...was no problem.
I already talked to Omega and Indica about this problem, but no one has an idea what this can be.
Normally when u host, it should be no problem to join any other games ...
...first of all system on use is windows 7... defender swiched off, firewall swiched off, antivirus software swiched off...really unprotected, still errormessage : ws_wsaetimedout (i already turned joinwithoutping in the wonlobby.cfg to true)
all common ports at the router setting open...
maybe someone has an idea!!
