It not that the game was only made to work on one ore or old DUO cores... i know 2 other people that have the same core as me and have the same problem. even my boy friend's old Q9400 use's only one core and maxes out.. but not all the time tho

if you dl from the link tricky gave you then you probably installed it wrong, ive had to help 5 others with same problem with that link

it says " do not use lobby patches "

viewtopic.php?f=10&t=4091
this is for a dif dl if your still having probs, uninstall and you most likely have a corrupt registry key if you installed incorrectly then install this link and see if you still have same prob

Hey, I am Nanos Network Guy,

None of my duo core cpus pcs (i have a intell core 2 duo and a AMD Athlon(tm) II P360 Dual-Core), Dont have the issue only the quad cores do.

With the Quad core one of the 4 cpus get max out but on my dual core (i am hosting) none of mine is maxed out.

My Net is 30 mbs download and 10 mbs upload.

Laptop specs

500gb hdd
AMD Athlon(tm) II P360 Dual-Core 2.3 ghz

You can't make ee use more than 1 thread because multithreading isn't programmed into it (since the idea of multiple cpu's didn't occur to people over a decade ago). I've no idea why it's "maxing" your cpu, it's not that intensive.

What are you doing exactly when it maxes out?

Try closing all non essential processes also. EE only uses 1 core, like mentioned before it only uses 1 thread. Quad/Dual core shouldn't affect it at all. Chances are its another process interfering or something you're doing in ee.

run in win 7, vista or xp compatability mode
try lowering your screen resolution to 1440 x 900 or lower on your monitor then in your game to see if thats something giving you issues
in game options change to a dif video adaptor and activate it
scan for bad registry keys to make sure youve gotten rid of all of them, ccleaner works pretty good and its free

Try overclocking your CPU.
