Tool taught me, good instructions & Civs. If you want to learn Mod TL I would advice Tool to train you (or someone else if he/she is doing that in the exact same way.). Very effective, only recommend if you know the basics of empire earth (so not a brand new person who don't know houses gives morale i.e.)
