HTL two player?

Hey guys, I'm trying to make HTL a two player game as my friend and I are really interested in playing but we can't ever seem to get a full lobby. So, I'm trying to find out how to make HTL two player. I was read somewhere that in order to make it two player all you have to do is just delete the other factions until two remain in the Scenario Editor by loading the saved game. The trouble is when I open Scenario Editor and try load the saved game nothing appears on the list. Yet if I go try and play a saved game normally everything works fine. Maybe one of you guys could help me out? It'd be much appreciated.
